Description
Public Private Partnership Units are specialised institutions, agencies or ministerial departments that were established to promote and take care of Public Privat Partnerships.
Function
The roles of PPP Units often include: -control and oversight of the PPP process (ensuring that the right steps are taken in developing a PPP, can also act as an approving body) -development of the PPP framework (developing and keeping updated the process guidelines) -promoting the PPPs within the government -advising and supporting agencies to implement PPPs -ensuring that knowledge is shared across procuring authorities and made available to the public -providing communication channels to investors -Post-closure monitoring and support (assisting the Procurement Authority in contract management and ensuring that critical information is passed on to the relevant central services which need to be informed of changes in the risk status of the PPP in order to monitor the project's contingent liabilities)
Example: The Unit for Public-Private Partnership in Ghana
In Ghana, the necessity for a sound policy and legal framework as a foundation for the future development and implementation of Public-Private Partnership (PPP) Projects led to the establishment of a PPP Unit. The Unit acts as a technical assistant through the publication of information in the form of manuals and guidelines, which authorities can then use for future PPP projects. The operation of the PPP Unit guarantees that required standards of value for money, affordability, financial viability, bankability and appropriate risk transfer are met. Moreover, the PPP Unit analyses past and ongoing projects to draw lessons and identify emerging challenges. The Unit also proposes and carries out inquiries of potential PPP projects that require financial support for project preparation, transactional advice, monitors and reports on all related fiscal risks, including the financing of profitability gaps.
